Planning Commission denied the project 5–0 on July 8, 2026 (emergency access, response, and evacuation). Applicant appealed July 13 (APCC26-0003). After a long August 19, 2026 hearing, City Council voted 5–0 to grant the appeal, including EIR certification and conditional approval of design review and a 25-lot tentative map.
